After an upgrade 2 or 3 months ago, the Thunderbird portable started to start-up with part of its window out of the computer screen.
After that I upgraded it 1 or 2 times, but the problem persist. Today I upgraded to version 60.8.0 (32-bit) (for Windows), but the problem, again, persist.

Top menu, tabs and buttons are out of the computer's screen.
Seems a compilation bug, that is, the .EXE was compiled to the window size and position of the developer, instead of full screen, centered, or something else.
Every time I open it start with that window problem. Sometimes the window position change a bit, but always has part out of the screen.
Can you suggest a way to fix by editing some setting?
Maybe at about:config ?

You need to move it down. It's remembered on your PC and not something we did. You can hold down SHIFT and right click the icon in the taskbar to select to maximize it. That will work for now but when not maximized, it will not be visible again.
Turn on the standard title-bar: https://support.mozilla.org/en-US/questions/1183682
Then SHIFT right click the taskbar icon when not maximized and select move. Then you can move the window with your arrow keys.

I did that, resizing the window, I did that hundreds of times, but the Thunderbird does not remember the new position.
At any every restart Thunderbird opens with part of the window out of the screen.

Unfortunately, I don't know what else would cause it. I'm pretty sure it's at the Windows level as I don't see any internal settings for it within the prefs or documentation. The vast majority of Windows software is managed by Windows itself in this fashion.

No, it's definitely Thunderbird, not Windoze. If you remove version 60.8.0 and install version 52.9.1, the problem doesn't occur. If you delete the file in which Windoze stores the desktop position of the Thunderbird Window and reinstall 60.8.0, the problem recurs. Since it (presumably) doesn't occur on everyone's system, the problem is in Thunderbird's computation of the x and y co-ordinates for certain screen resolutions. To prove this, reset your resolution to something else, and see where Thunderbird opens it's window. (In my case, the window is completely off screen with 60.8.0).
I have experienced the same behaviour, thunderbird shows the top of the window but the bottom is way out of sight, no matter which monitor I drag the window to (2 monitors, 1 xorg screen).
On linux, safe-mode makes the window work, but disables my addons (such as CardBook).
I fixed the problem on Windows by changing the display settings, sorry for not being more helpful on that point.
I tried nvidia-settings on linux, to no effect. I use Fluxbox as my display manager and you can re-size windows by using alt-mouse right click, drag. Whilst resizing, fluxbox displays a little box showing height and width, the height is stuck at zero.
If I maximise the window and can see the 'drag tabs' which are used to re-size the window, resizing does not occur in the vertical, only in the horizontal.
I am basically unable to see/access the bottom of Thunderbird window, unless I use safe-mode.
