I use a public computer, so need to have a dvd burning software on a thumbdrive. Or use a free online site that can do it.
I have tried the following portable apps from this site
Infrarecord portable: error code, in 2 seconds, on every file I try to burn. MP4 and VOB
cdrtfe portable: error code every time I tap an app tab, file error, dvd error, cd error. And it will not allow selection of source location.
I want to burn as a DVD movie with chapters that can be played on older DVD players. Not just transfer file to the DVD as a storage disc.
It's been years from the last time I burnt any CD/DVD, so I'm not up-to-date on the subject, but the best software back then, I've had liked and used for this purpose, was AnyBurn.

Upon taking a closer look at the AnyBurn, it does not appear it supports the feature you are looking for.
Instead, you may check out another app, DVDStyler, which is also on this PortableApps.com site.
Not sure if this will do it, but this: https://www.imgburn.com/ It installs to your pc unless you add a simple ini file that stores the settings and makes it portable. I use it on an hdd but I can't recall the code for the ini.
