[Fixed] Audacity resets UI's language if run via the platform

Same bug as Balabolka. Just that Audacity starts in English since the first run.
Bug appeared since version 3.1.1, no problems when testing 3.1.0.

Fixed in 3.1.3 Rev 2

This is fixed in 3.1.3 Rev 2. It was an issue with it not seeing the localizations when in 64-bit mode.
