The app leaves behind a paint.net folder in localappdata (C:\Users\\AppData\Local)

I actually noticed the folder yesterday while getting rid of some cruft from other apps... things usually get stored in
%APPDATA%
. This will have to be dealt with a little differently.Please check out Dev Test 2. It should clean up after itself in
%LOCALAPPDATA%
now!I also found some timestamps in
%PROGRAMDATA%\Oracle\Java\oracle.jre.usage
that I managed to stealth up a bit.4.3 has been released, could you update?

The latest release have 2 main features which should make an official release a viable option:
1. It has a Portable version (Namely packaging will be really easy).
2. It has the .Net Run Time built in (Hence running regardless if the .Net version installed).

Must be something on your end, or a momentary glitch... I can access the page properly. Sorry you're having trouble.
I've put together a major update to this in prep for release: https://portableapps.com/node/65491
It fully portablizes, ensures settings are in the correct locale, handles additional local stuff, and adds support for the Platform 20.0's upcoming .NET 5/6 support. Please test this for release this week. And Peppernrino you're welcome to remain maintainer of the official release.
