It's packaged in PortableApps.com Format so it can easily integrate with the PortableApps.com Platform. And it's open source and completely free.

Fixed, thanks for the heads up. You can track and report outdated apps in the Outdated Apps thread via either the Development or Support sections.

It's linked from the Development and Support sections, pinned to the top of the General Discussion forum, and shows up in a big callout at the top of the page when you start to create a new forum topic.
