Could it be your Mandatory ASLR?

From the first screenshot, it looks like PortableApps updater is not allowed to connect to the internet to check for updates.

From the second screenshot, I am thinking, your problem is due to Windows 11, has been set for "Mandatory ASLR"

You can configure your Windows to exclude the applications from using "Mandatory ASLR" or turn off "Mandatory ASLR".

Possible. Try system turn off too

For the first screenshot.
I don't think it will solve the error. If it does that's good. If you still get the error, you can add PortableAppsUpdater.exe to the exception list.

For the second screenshot, you will have to add WinDirStatPortable.exe to the exception list too.

I suggest you switch off the system Mandatory ASLR first and see if you have the both issues. If you do not have the errors, then it most probably is Mandatory ASLR. If after switching off the system Mandatory ASLR and you still have both issues, then the problem is not with Mandatory ASLR but something else. I'll then turn on Mandatory ASLR again and troubleshoot further.

Mandatory ASLR

Turning on Mandatory ASLR (it is off by default) will break anything built with NSIS 2.x, including all apps using a PA.c Launcher.

Windows Security

It's within Windows Security. Here's what it looks like in French on Windows 10: https://i.imgur.com/O74w6Tj.jpg
