This adds 64-bit for improved batch conversion performance.

We definitely won't be doing this outside of specific apps which are 64-bit only. A large number of users use 32-bit Windows and, for most apps, the 64-bit version offers no advantage. This has been discussed at length and doesn't need a rehash in the comments of a story.

Main menu --> Programms (or apus) -- context menu appears at random point of screen, NOT AT selected item of menu.
Как меня затрахал этот глюк! Каждый раз я громко повторяю, что автор -- идиот!

As with your other comment, this is entirely unrelated to IrfanView Portable. The platform's menu appears at the mouse pointer, which is listed under Known Issues. If you'd like to code a fix for this yourself or pay a developer to do so, please feel free.

I wasn't saying pay me. I was saying you can learn Delphi (Visual Pascal) and add the feature/fix yourself or you can pay a developer you know locally in Russia in Rubles to add it. That's one of the features of open source software. One thing open source doesn't entitle you to, though, is to demand time from volunteers.
