not sure what are you reffering to, but clipboard is a basic function of windows since it abut exists.
What should be managed on it?

heard once you could manage more then one entry before entering it somewhere.
by normal copy and paste you have only the last entry, older get lost or you have no access to them.

you could save temp screenshot, text, etc. and work more fluently.

Do you know the difference between Bacteria and Virus? Bacteria may 'sleep' for several years, while a virus needs to duplicate, quickly, otherwise it 'dries out'!
UI searches among existing apps, makes related/off-topic requests, and waits for someone to share with, the neverending story.
UI knows about the other clipboard manager, the messenger and the T9 like app. What's next? A password manager?!
PS. IDK if you noticed, but I generally make short answers, drops. While UI rains till the flood!

Please remember we aren't a general software forum. We are here primarily for the making of, and support for, apps in PortableApps format.
Somebody may have ideas, and may be able to help you with your non-PAF requests, but as I've said before don't expect us to be able to answer every one of your queries. General app recommendations really aren't our strength, and are mostly off-topic here.
You would have much more luck with general software help and recommendations elsewhere - maybe an appropriate Reddit community, maybe the Software Recommendations Stackexchange (but please make sure you read and follows their rules or you won't receive any help), or any number of other sites would be better equipped to handle queries like this.
