I copied on to a new USB stick using a current backup from a stored desktop, and after it completed installing, I launched the Start button to get the menu to pop up, and I see that I got a Shutdown button instead of Eject button instead. When I click on the Shutdown button, it's asking me if I want to shutdown Windows or not. I don't want that. Not at all.

Right click on the Shutdown button. You'll see options for Automatic (default), Eject, and Shutdown. Select Eject. Your external drive is presenting to Windows as non-removable, so the PA.c Platform goes based on that. Non-removable doesn't actually mean it's not removable. It's still ejectable by our included utility and the system tray ejector. But you likely won't see an Eject option when you right click on the drive in Windows Explorer.
