qemu, as far as i know, is a level 2 hypervisor, like virtualbox. it does "emulate" systems.. the actual OS running inside the little package is what is called the vm (virtual machine). running things inside a vm is what is called sandboxing. proxmox is a level 1 hypervisor. but that's a whole other story.
