The current version of LibreOffice is 24.8.0.

Why is there no current portable version of LibreOffice?
It is in the process of being built.
That linked post is the place to check the status of upcoming releases, and if they are not in the list you can comment to alert us that an update is available.
LibreOffice changed the way versions are number as at February 2024. And in line with that a new 'Release Plan' was constructed.
PortableApps had been packaging 24.2.5 but then LibreOffice released 24.8.0 on 22 August 2024 (in effect the new LibreOffice 'Fresh') so my guess is the 24.2.5 package was abandoned to concentrate on 24.8.0. As things stand 24.2.6 (in effect the latest LibreOffice 'Still') should be released on or around September 05 2024 — so my guess would be that PortableApps have decided to just go with 24.2.6 (Still) when it became available, no point in chasing 24.2.5 when it is to be superseded very soon.
On the other hand maybe PortableApps will hold off and just wait until 24.8 reaches a version that would be considered a 'Still' release and deal with that when it becomes available.

Version 24.2.3 is available for download on portableapps.com.
Version 24.8.2 (2024-09-27) is available for download on libreoffice.org.
What is the planned version lag on portableapps.com?
I'll be building the updated Fresh 24.8.2 and Still 24.2.6 packages of LibreOffice Portable this weekend and submitting them to The Document Foundation. They should hopefully be released soon after but they can take up to a couple weeks to post them to their mirrors.
I've been dealing with a few personal issues. A few mental health dips including the usual one around Sept 11, some family health issues, a couple physical things including bruised (maybe broken?) ribs, and some financial stuff (ad revenue has now dipped below monthly hosting costs). I'm doing ok but working on some stuff outside of PA.c that has taken my attention. On the positive side, I also did get out for two quick weekend trips to see my Mom and my friend visiting from New Zealand. My apologies for the delays on some apps like LibreOffice and the lack of being more clear with what was up.

I would very much recommend Larry Crane's Release Technique – Abundance Course (which is the Release Technique Basic Course) to you. It has helped me immensely in dealing with issues of my own, so I speak from personal experience. well, I see the difficulies to maintain LO with actual versions of it, however, it would be good to read somewhere, when an where updates can be expected, what the obstacles are and esp.if there are reasons on LO-side hindering the updates like missing support from that side and reasons to hold back updates due to problems in code-quality.
So this is nothing offenive, but my work depends very much on LO, by that getting the best available version from you and your team would be highly appreciated.

Now we have more than 2 years after the last LibreOffice PortableApps release
I am getting the impression that LibreOffice is unwilling to generate a portable version.
Normally it should be simply an option switch to generate a portable version from code base in IDE and re-compile it.
This way Libreoffice shows its amateur level in comparison to other office suites.
Very disappointing...

The current LibreOffice Portable was released 5 months ago, not 2 years ago.
I'm the one who packages it, not The Document Foundation. And it's an entirely manual process for each release.
I'm in the middle of building the latest release but have to do some custom coding because the new stable will cut off Windows 7/8 users and Windows 10 32-bit users as it will be 64-bit only and require Windows 10/11. The custom code will be creating a LibreOfficePortablePrevious automatically and then those users will be served by that branch.

And this release contain only *.exe from 08.2023
Where can I download a newer LibreOffice Portable Package?
I don't want to install full PortableApps platform but only download directly a few Portable applications.
This should be possible as in former times

That is the latest release. Since January 2024 Libreoffice use the year for the first part of the version number, so 25.2.3 was released this year.
Not all components in an app will change from one release to another. It is common for some components to be older.
you need to see release dates and not check files.

I compared the full extracted new dir tree with my existing LibreOffice Portable dirtree. And I found changes in nested files.
However first of all it is quite unsual that *.exe files are not recompiled when new versions are released. Even if they are unchanged.
But what I have never seen in approx 324523 other program packages that the (visible) release version remains unchanged when changes took place. The Link provided by Antichristus Rex to

The 4th dot is generally ignored for LibreOffice when referring to the version for end users as only a single A.B.C version is considered 'released' regardless of the D version. It's the last one.
Note that their official download page lists the current release as 25.8.2. When you download and install, it's actually 25.8.2.2 which was released on Oct 9 2025 (even though it has a build date of Oct 3). That's the version I'm in the process of packaging. You'll see a 25.8.2.1 with a date of Sep 21 2025 in the old link you posted. That version was not released as stable and should not be used. It was released as a release candidate (RC) and bugs were found necessitating another release.
In short, don't look at that old link as it isn't just listing stable releases and is not intended for end users like you. It's listing all the release candidates as well as the eventual stable. We don't package release candidates, just the actual LibreOffice stable releases. For the end user, it's just 25.8.2 as stated on the LibreOffice download page and as we'll state on our download page.
If you don't like this approach, you'd need to take it up with the publisher.
