that statement is somewhat untrue. Almost any app can be made portable. but for the app to be packaged with the launcher it must be open source. If somebody were to make an open source launcher for a closed source app, the launcher could be posted.

I am the IT Director for a site using a few Mikrotik devices and use Winbox often and wanted to incorporate it into my portableapps in order to quickly use it on any of the devices in our domain without having to download it each time.
Here's what I did, your mileage may very:
WinBox is a self-contained program. It's portable in that it can be run without installation though it is not a paf.exe file. So, it cannot be installed normally. However, I was able to get the launcher to list and launch the program without issues by simply listing it in ProtableApps' software lister.
1. Add a folder to your PortableApps folder named "WinBox"
2. copy WinBox.exe to the folder.
3. Open "Software Lister.txt" from within your PotableApps folder.
4. scroll to the proper location (alphebetical), add a new line, and enter "WinBox", then save the file.
5. launch (or relaunch) PortableApps and navigate to the category "Other"
6. right click winbox64 and select the category you'd like it to be in.
Done! I am able to run winbox from within the portable apps launcher, which makes it much simpler and easier to use on multiple devices all over campus.
