the installer dialog wants a drive letter but my mobile device has no drive letter because its using active sync crap.
are there any repositories to get the apps as cab files directly?

If there's no drive letters the portable launchers won't work.

A lot depends on the type of mobile device you are using. For PortableApps to run from your device, the device has to look like a disk drive to the computer that will run it. Some portable devices, like my Palm TX, do not map to a disk drive in Windows without additional software. What device are you using? Maybe someone here can give you some more specific recommendations.
EDIT: Sorry did not read alanbcohen's reply. Mine seems redundant now.
What portable device are you using?
Your portable apps run from the mobile device only if it appears as a drive in windows.
I suspect you are running Windows Mobile or CE. These are not truly windows programs. PortableApps.com will not run on Palm devices or Windows Mobile.
