I wasn't sure if this would be the best place for this or not, but since it involves the Audacity support page I thought I would start here
I was trying to walk somebody through adding MP3 support in Audacity Portable last night, and we discovered that the link on the Audacity support page for LAME is broken.

It will happen from time to time. LAME makes no official binaries available due to the patent issues, so it's always from unofficial sites.

I got it from here which seems to be a source that could last for some time...
The same applies to the german page which should be fixed, too.
