However, in the case of MS Publisher, I'm not sure that there even is such an application. It has been asked about before in the OpenOffice.org support forum, and the best solution was to use a site called Zamzar to convert it to some other format.

But it isn't compatible with MS Publisher, it just happens to also be a desktop publishing app.
So is doesn't actually do what the OP said they wanted.
Scribus is listed as Open Source alternative for MS Publisher on osalt. I don't know if it's compatible though.
