i kept on getting this when trying to get to the home page of portableapps.com.
"Unable to connect to database server
If you still have to install Drupal, proceed to the installation page.
If you have already finished installing Drupal, this either means that the username and password information in your settings.php file is incorrect or that we can't connect to the MySQL database server. This could mean your hosting provider's database server is down.
The MySQL error was: Too many connections.
Currently, the username is portable_drpl1 and the database server is localhost.

* Are you sure that you have typed the correct hostname?
* Are you sure that the database server is running?

I was able to get here by knowing the forum address by heart.
I hope this gets resolved and/or this is the right forum for this.
It happened to be like 15 times in the past week, and it gets worse and worse. Happens on the forums a decent bit, too.
I have that happen also.
Stinks. But after a couple of hours it goes away. Until then, I sit and refresh constantly. Sometimes it loads. Sometimes not.

Its better not to refresh constantly but to wait 10 or 20 Minutes and retry then.
It says "too many connections". That means that there are too many people trying to reach the server. In that situation it doesnt help the server if you hit refresh like crazy - it only puts more stress on the servers.
