Icon Problems With Portable Apps Menu

i cant get any of the icon images to show up on my Portable Apps Menu
it just shows the default unknown file type icon

This is what i get:

It is only doing it on my home computer, which is what i use the most

i have tried installing it on different drives and devices and same thing happens everytime

i also installed different versions of it, no luck

im running out of ideas, i even tried safe mode

Anyone got any ideas??

Im Using Windows XP Home SP3

Just Software is different from my understanding , but im having trouble narrowing it down

Im using Windows Blinds (Desktop Themes) And Icon Packager (Icon Themes, but i always had those installed and i remember the Portable Apps Working Before a long time ago, i just started using it again

plus i figured they would be disabled in safe mode

I tried rebuilding the windows icon cache with Icon packager but that didnt help either

Test

Well you can test by disabling both Windows Blinds And Icon Packager
and seeing if that makes a difference.

If Not

If the above idea doesn't work, try this. However, if you read the comment below it, the user fixes their error by disabling Icon Packager.
