I am attempting to make ToDoList 5.3.9 paf compliant.

You read the license carefully, as it could be quite different than the GPL, and have some catches. I'll check into your Dir Struc so far.

How does the installer change the base app?
It simply places the app in the paf format, correct? It does not alter the underlying app itself.
I think I will email the dev and see if I can get permission to re-release with the installer under GPL.

I don't think they're that similar. Maybe John has some idea. He didn't compile the CC icons into the GPL menu, so I dunno.
By the way. For you PAF directory structure. I find it's best to make the structure, and compile everything from the source directory, and then just move AppNamePortable.exe up two directories to test it.

I justed got an email from the original dev.
Here is what I emailed him:
Your license is CC Attribution-Share Alike 2.5. Ours is GPL for the installer and the portable launcher. You can give your permission for us to use your app and over ride the license so that we can release the whole package as GPL. Of course all credit would be given.

Creative Commons should only be used for artistic works, such as images, documents and the like. The GPL was designed for programs and source code and as such, is much better.
Also, Creative Commons and the GPL don't like to mix.

Under the GPL his source code would be fully available, but any derivative works of his project (forks made by others, or just partial use of his code by others) must also be released under the GPL. It is against the terms of the license for somebody to take his code and write a closed-source application with it.
And what Ryan said about CC is usually for images, documents and things like that.

At least suggest GPL 2 as GPL 3 isnt that favorite with many Open Source developers.
Creative Commons and GPL don't mix very well. Let the author know (this should be to Bill) that Creative Commons is more for text and images than executable code, and he should use the GPL instead.

The first file listed above can be extracted and placed in the PortableApps folder. Once we get it into the paf then you can import or copy your .tdl files and copy your settings over.

All CC licenses are GPL incompatible (except public domain) according to the FSF themselves.
That said, if you're thinking about doing this as an official PortableApps.com app, you can start working on it as the current installer can be used in that fashion.

Since the source code is available and CC allows relicensing to another type of license if permission is given, then can the original author give his blessing for us to re-compile and release under GPL?

I am not sure I understand what you mean about the current installer. Does that mean the installer can use the CC license for the app and GPL for the installer?

If the copyright holder of an app under ANY license gives permission to relicense, you can. This is usually difficult with open source, though, as their are often multiple contributors and you need permission from ALL of them (hence why some open source projects do copyright assignment on some level).
The FSF is the Free Software Foundation, the ones in charge of the GPL, LGPL, etc.
The current installer can be used with non-GPLed apps provided they are being done as PortableApps.com releases.

So as long as we don't re-compile and make changes to the app itself then we can move forward with a CC app and a GPL installer.

As they are 2 seperate binaries and the source code for them is completely seperate, then you can mix them together.

I just started a new job, and I'd like to get the folks here onto this app. However, the Win admin seems to be a bit "conservative". Therefore, I'm looking for a portable solution.
Try Task Coach Portable instead. It has similar features, is more regularly updated, and is already made portable by this site.

The current Installer has the exception which also limits its use to portableapps.com, but you are the one that included this limitation. Any particular reason why?
For any non PortableApps.com exclusive paf.exe installers one need to rebuild the installer from the ground up, but some things in the installer will become pretty similar to the official one due to the fact how NSIS works.
Any news (when for example) on opening the Installer for non PortableApps.com releases of non GPL applications?

Is this a dead project? Did Dan not like the GPL differences? This would be a very beneficial project and seems to be much more straight forward on its controls than the Task Coach. If anyone knows where a more up-to-date version is, please let me know.

You shouldn't knock on the Task Coach. It's by far the most useful app (for me) on the site. I haven't tried this app, but from the description it doesn't sound like it does anything Task Coach can't do.
YMMV, I like having all the controls right in front of me and not drilling down. I like not having a popup menu to change the name, and I like being able to make extended notes in the task. You may be able to do this with TaskCoach, it just seems easier in ToDoList. I can also link internally to other tasks, connect to html links, and set responsibilities and people. I can use multiple task lists and multiple files open at once. I am really not into bashing other programs, I just see a lot of benefits for me from this one. I use it at home and carry it with me, I would just like to see it here with a portable launcher that conforms to this structure. That way I don't leave anything on anyone else's computer.

I've had no problems using the "Update" menu to update my portable installation. That has kept me up to date with the latest available.

ToDoList Portable has been discontinued and will no longer be updated by the PortableApps.com Platform's updater/app store. We no longer support nor recommend the app.
The last update you installed was a converter that converted it to a standard ToDoList zip format. As part of that process, we attempted to move all your data files to the appropriate locations for the layout so you wouldn't have to do it all manually. We also preserved all your existing data in the _Archive-ToDoListPortable folder, as you saw, just in case someone was doing something custom that we hadn't written code to move from the PAF app layout to he ZIP app layout.
