with http://www.thinstall.com/, .net program can be portable very well, however there is no free/open software like Thinsatll avalible, which is a bad news
I am sorry to say this to you, but it would be a no anyway even if there was a way to make .NET Portable.
Due to its license, it is illegal to redistribute it and/or modify it (that's why Paint.Net authors no longer include the .NET installer with the app).
So, even if there was an OpenSource Thinstall like program, it would not be possible to us to portabilize .NET or else we would have MS trying to kill this project.
Our best shot is to hope that MonoPaint (Paint.Net derivate that uses the Mono framework instead of .NET, made by Miguel de Icaza) also comes out for Windows, and if not, that there is someone that has knowledge enough to port it to Windows (what is highly unlikely).

It's also a simple program to use, and the author offers a "portable" version in a zip file. I've played with it, it's pretty nice, but I don't know if it writes anything permanent to the registry or filesystem.

Thanks for the heads up on Artweaver, neat program. Only leaves one file in Prefetch, nothing in the registry (the portable zipped version that is). You can't however install the plug-ins to the portable install though.
I think I saw in the Artweaver forums that was pointed out to the developer. I hope that the developer will remediate this.
(I extracted the plugin pack exe using innounp, and copied the files into their respective folders - they seem to work fine)
