This was mainly a bugfix update (especially Windows bugs) which is why it was rushed out so soon after 2.2.6. I tested the main features I use with no adverse issues (and in fact noticed a couple of the fixed bugs).

Still no AQBanking 3 with real portability. The AQBanking developers have been made aware of the issues running on Windows by the GnuCash folks, but progress is likely slow since the main developers apparently don't use Windows at all.

I just ran the GnuCash 2.2.7 pre-release 1 PortableApps.comInstaller.nsi and received the following error message:
Error in script "E:\PortableApps\GnuCashPortable\Other\Source\PortableApps.comInstaller.nsi" on line 562 -- aborting creation process
It relates to the following code snippet in the script (line 562 is "File /r "..\..\..\${SHORTNAME}Optional1\*.*")
I haven't investigated this at all - and may be missing the bleeding obvious here - but what is the problem?

In the installer, you may have noticed the component page, with "Additional Languages" as an option. This is the key. I'm not sure exactly where GnuCash stores its langs, but if you can't find them, try installing what he's got without the langs and then with the langs in different places, and then diff 'em and find the stuff. Directory structure remains the same (i.e. GnuCashPortable\App\GnuCash\* gets moved to GnuCashPortableOptional1\App\GnuCash\*).
The other way you can find out what's what is by opening the paf.exe file in 7-Zip and finding it.

Chris has you on the right track. To compile the installer you need an GnuCashPortableOptional1 directory at the same level as the GnuCashPortable directory. It should contain at the very least App\GnuCash\share\locale, which needs to be moved from App\GnuCash\share\locale in the main directory. The official package also has a modified help.html and AppInfo.txt in the optional1 tree which indicate it's Multi-Lingual. To recreate it exactly you would need to install twice, once without additional languages checked and once with. GnuCashPortable would be taken from the one without languages, and GnuCashPortableOptional1 would be the additional/changed files in the one with languages.
