Now, I've got a workin' copy just by simply copying the program files and deleted all the language packs but english and put the mp3 .dll in there and it works. Just the only problem really is that everytime you take it to a diffrent computer, you gotta tell it what language, and to associate .aups and tell it where the mp3 .dll is.

What that means is that it's writing its settings either in the registry or under %userprofile%, which by extension means it's not truly portable.

The apps have English versions. Audacity starts with English by default, and I just downloaded Portable CDex, which starts with French, but can be changed to English.
BTW, "langue" means language in French, so if you are not sure how to change it to English, look for that.
