Now, I've got a workin' copy just by simply copying the program files and deleted all the language packs but english and put the mp3 .dll in there and it works. Just the only problem really is that everytime you take it to a diffrent computer, you gotta tell it what language, and to associate .aups and tell it where the mp3 .dll is.
What that means is that it's writing its settings either in the registry or under %userprofile%, which by extension means it's not truly portable.

I have no witty remarks or quotes to share at the moment.
http://www.framakey.org/Portables/PortableAudacity
The page is in French, but Audacity is in English. To download, click the floppy disk. The page (and its links) with a full list of their portables has not been translated yet.
Here's the page (in French of course):

www.portasoft.org has an English version I think.

The apps have English versions. Audacity starts with English by default, and I just downloaded Portable CDex, which starts with French, but can be changed to English.
BTW, "langue" means language in French, so if you are not sure how to change it to English, look for that.

See X-Audacity at WinPenPack. This is really portable, Lame is included, and you can select your language at first run.
