It's the popular Opera™ web browser packaged as a portable app, so you can take your browser with you and it's in PortableApps.com Format so it can easily integrate with the PortableApps.com Suite. This package allows you to test out the latest Opera 11 alpha without impacting your standard local or portable Opera installs. This updates Opera Test to the latest alpha version. It's freeware for personal and business use.

Chrome Dev is considered a pre-alpha, so it does not warrant a mention. It's a weekly push of what's going on without much testing. Same way Firefox nightlies (pre-alpha) also doesn't get a separate announcement. Chrome Betas get a story.

Even if Dev was considered an alpha, Chrome's unique development pace would require it not getting a frontpage announcement anyway.
