It might seem this is the 100th request for a skype portable. On each of them, someone said that Skype is closed source, therefore it would be illegal to make a portable version. Try Pidgin, perhaps.

If what you are wanting is a Voice over IP program, maybe try VoIPerized. It doesn't do computer to phone calls, but seems to do pretty good for computer to computer calls.
