MediaCoder is a media transcoder that supports many of the most popular audio/video formats. (Homepage)
Just so that you are aware: Your previous settings will be written over in Pre-Release 4. As of Pre-Release 3, I had to change the settings to use Mozilla Firefox, Portable Edition, instead of Internet Explorer or the system's installation of Firefox. As far as I can tell, MediaCoder Portable requires Mozilla Firefox, Portable Edition to be installed on the user's flash drive. Please see this post regarding any questions about MediaCoder Portable's browser usage.

Cool! I requested this earlier this year I think. Is there a way to put in extra codecs from the xtras part of mediacoder from official mediacoder website? Like can I just put in a folder?
Had the same thing happen as mentioned with the previous release - the relative path doesn't access Firefox Portable. The alternate path suggested by Pelle (https://portableapps.com/node/10103#comment-57208) works so I'm not sure what to say. More than that, instead of not working, it still accessed my local IE, so I guess it doesn't "have" to access Firefox Portable.
Other than that, wav to flac, flac to ogg, and CD to ogg worked just fine. Did get a strange error during that last one, but I think there's an issue with my external hard drive that's causing it. Going to test out DVD to iPodVideo tonight.
I changed the settings in Pre-Release 4 to use Pelle's suggestions. I don't know why you don't have the correct settings. I'll review it again tonight. By default, MediaCoder uses the system's default browser (IE in your case) to launch MediaCoder, and MFPE to edit XML files.

Does this program write to the registry. Where i use it the registry is locked to only administrators. This may be the issue.
MediaCoder does not use the registry. Please tell me what the error is. I'll look into it.

I've just tried MediaCoder Portable, and it seems great.
Question, it's asking me to update to 0.6.0 build 3997. Can I do update-in-place with MediaCoder, but more importantly, which download should I select, the 3996 Full Edition, Update Build 3997? What are the issues either way? The 3996 Full Edition has a 7-Zip option. My assumption would be get the 7-Zip one, but can I just unzip it?
Thanks
I would go with the 7-zip version if you want to have the latest alpha, but I would recommend going with the version provided because it is the latest stable version.

Once a stable version of MediaCoder Portable has been developed and released, you could try and make a Portable version of the Special Editions of MediaCoder: Audio Edition and Device Editions. The Device Editions include versions of MediaCoder that are specifically made for converting media for devices such as PSP, iPhone, iPod Touch, MP3/MP4 Players and 3GP for Mobile Phones.
Failure is not an option. It comes bundled with Windows.
So what ever happened to this? Was the project abandoned?
