the only app I can see at first glance on google called snagit is commercial software, which would make it totally unsuited to this site.
If this isn't the one that you mean, could you take a look at the guidelines in https://portableapps.com/node/4507 that have a list of the details that it would really help if you could provide in order for people to take a look at what you're after. It also explains some of the reasons why some apps simply cannot be done.
