The PortableApps.com Platform/Menu is available in French in the current 1.1 Beta Release. Just grab that and upgrade your current install (or install fresh) and click Options - Language and you can pick from 17 languages (including French).
A good chunk of the portable apps are multilingual and just require a quick preference change to get them in French. You'll usually find a quick blurb about how to do this on the portable app's homepage. The installers themselves are still in English for now, but that will be changing in the future.
The major big apps (Firefox, Thunderbird, Sunbird, OpenOffice.org) that aren't multilingual are available in French packages in addition to the standard English ones. Just click the "Languages" link below the download button and you'll find a list. They're currently available in English, French, Italian and German with more on the way. Clicking the link will take you to a page like this one for Mozilla Firefox, Portable Edition:

Just download the French package. The installer, launcher and Firefox itself will all be in French.
