Version 2.37 installer includes the default nsisconf.nsh in the App\NSIS directory. The Rename in MoveSettings will not overwrite the default, thereby ignoring the Include and Plugins under Data.

I updated to version 2.38, and I was having a lot of problems, namely with includes (like FileFunc.nsh). NSIS Portable would simply not recognize them. I'm not sure if this is an NSIS issue or a launcher issue, but hopefully it can be resolved.

What script were you trying to compile that caused issues? I successfully compiled all the launchers and installers for all of the apps that i've made, and for GIMP Portable.
I was trying to compile the MediaCoder launcher and the PortableApps.com Installer version 0.9.9.5. I'll try doing a fresh install and see how that works.

Extremely odd, but a fresh install fixes it (at least on my XP machine). I'll try it on my Vista machine as well, but it's fixed for now.

The text of the download link should read "Dev Test 2".
With dev test 1 there was a two letter language code en-us in the file name which is missing now. Does that mean it's multilingual now?
We'll use this instead of a splash. The files go in the App\nsis\menu directory and replace the existing index.html within the current 2.43 release. The footer images are new. You can remove the existing line and footer images. We'll need to keep an eye on index.html for changes between versions.
Please package it up with the new release and call it a pre-release
