not possible. Halo is closed source, and payware. PortableApps.com only deals with Open-Source software. although, there is a couple of games in the beta testing, like OpenYahtzee and Nexuiz.

There is a free fan made halo 2d side scroller on gatepost dot.com called halo zero it is free so I believe it is open source but I am not for sure but it would make a good app. Do what you wihs whith this infomation.
There is Marathon. It's what bungee made before halo, and i'm thinking it would help to build some modular version where all the game files are compressed in a certain way, and allowing for any scenario to be run from a single exe. that would be much better than having to put the game files right next to the app.
Yes, marathon is open source. It's been so for a while. It would help a lot to have some FPS games on the list.

i remember finding this some time ago, when i had a big Halo obsession. yes, it would be possible to do, seeming how its open source and on sourceforge, plus you could do the extras like the Hi-Res textures as part of an addon pack. anyone interested?
