and our bandwidth not so good
I can't take mirror from sourceforge, but I need this application and many user in our department used this applications
now I just download it from sourceforge using wget, but this take too much bandwidth and I can't download only the newest version
any suggestion ?

I don't see anything you could do different.
Even if someone would send you the file in question by email, you would need the bandwidth so it doesn't really matter.
If there are people already using PortableApps in your Department why don't you ask them and copy the Application to your drive. To start from scratch, just delete the /AppnamePortable/Data folder and you can start with a clean copy.

If you cannot download WinWGet, you may want to try WackGet. Its outdated, but will work. It's another GUI front end for wget, the same download system behind WinWGet.
I think its smaller, but I could be wrong.
