Background PNG Image

The background for the PA Menu should be a PNG file, so that skinners can use transparency to create very cool effects.

Nope

Delphi doesn't support transparency to the desktop. We use alpha PNGs within the menu itself though for the icons, buttons and hover overlays.

Forms

Delphi supports alpha PNGs within a form. So the menu components can have alpha to each other (making for hover effects and well blended icons). But it does not support alpha between itself and other Windows applications (usually the desktop).
