This is what they refer to as "free as in beer", free for both commercial and non-commercial use, but not open-source. I really like RealWorld cursor editor too (I used it to make animated cursors out of Super NES sprites... I have a full Super Mario World and Super Metroid cursor sets :D), however, the way things are right now, this site only officially releases OSS apps, however, you might be able to get someone to code a launcher. Good luck.

Both are awesome and have portable versions. I read somewhere (I believe it was the official forum for the apps, but it's down at the moment due to spam so I can't verify)that the author of those applications is working with the PortableApps devs to have a PortableApps version of them.

The latest version (2009.1) is now fully portable - download the .zip instead of the .msi from the homepage.
So why are icon and cursor editors so uncommon? My first computer, a Commodore-Amiga 1000, had an icon and cursor editor built right into the Prefs (its Control Panel) and that machine didn't even have a hard drive and came with 256K RAM (with another 256K in a cartridge that plugs into the front, under a panel). Nearly 20 years later, Windows still hasn't caught up to it on a couple counts. That's one, two-frame icons (idle and active) is another.
That said, an icon/cursor editor is not very practical for portability, per se, unless it has a mode to enable the cursors and icons and put them back as they were when it's done.
I think you misunderstand the purpose of the editor. It doesn't swap out icons or customize the current desktop, it CREATES them. Think GIMP for pixel art.

No, I got that. I used to use Microangelo way back in the day (2003-2004). It was a suite, included a manager that could do the swapping out, but the app itself was little more than a pixel art editor, grid and all. I like how it handled animated cursors, or rather the next frame. Neat little program. So yeah, I understand all of that.
It's just not something I see being very practical on the go. Like games that require controllers, filesharing apps, and apps that require admin access. But that's just me, and a portable version is certainly preferable to use at home, so as not to have to reinstall following a Windows reinstallation. But all that's just me, your mileage may vary, I was just saying.
