If you can make a Blender portable i think is not complicate to make the Inkscape PortableApps. Is OpenSoftware too.

If you had done so in this case, you would have found that not only has Inkscape been requested (many times) before, but also that it is almost ready for release. It is just waiting on 0.47 to be officially released, since there is a patch from the dev of the portable version included in that release.
I believe that the most current version of the portable version can be found in https://portableapps.com/node/19503 if you would like to download it and help to test it out.
