if its installed in windows by default then why do you want it portable. also if it isnt installable seperate from windows it cannot be done for many reasons including it being part of the windows EULA.
You didnt explain what it does or give a good enough reason to look in to it further.
I think popill wants a GUI command line for locked down computers.

Just to mention it... I meant a window that works in the same way (can do the same things), but not a portable version of the one in windows from before
I have no idea what do you really want. Do you want some kind of command line entering place? The command line portable is the thing you need to use. This does all you can do in a command line, provided the computer and network setting will let you do it.
The portable version is exactly done for cases when the windows own is kind of blocked , or at least not displayed when so arranged by the admin.
It is simply a command line interface allowing you to enter commands, start programs etc.
Or did you mean the Run line provided on the start menu when enabled? Well this is not a program, it is just one single line and belongs to the command line interface. It is just the way it is displayed in the main menu, it is not any kind of program.
But on the other side, I had so far no chance to work with w7, so if the command line lookst there little different, this might be what you are looking for, but command line is command line, it does the same however it looks like.
