The current PAF-compliant VLC is version 1.0.3, found here: https://portableapps.com/apps/music_video/vlc_portable

The Dev's here know about the new version, and are working on an update.

VLC 1.0.5 was only released yesterday!

It's reasonable to expect that the Portable version would take more than 24 hours to release.
Also, there is a specific topic to request updates to official apps:

And...
VLC 1.0.5 is already on that list, so you can be sure it will be released here as soon as the dev in charge of it has finished.

Also, you can rest assured that there are many developers watching im World Wide Web for updates to official apps.
