We do Windows software. It runs on Windows PCs. It can't run on iPhoneOS/iOS. And the iPod Touch doesn't support the ability to act as an external drive for Windows off of which you can run software.
Incidentally, VLC is licensed under the GPL and GPL software cannot legally be ported to the iPhone/iPod Touch due to the App Store restrictions which are incompatible with GPL licensing provisions. (Unless of course you can get all contributors/copyright-holders to allow an exception to the GPL for the App Store, that is.)
