Please close all instances of Libre OpenOffice PE and then click OK. The portable app can not be upgraded while is is running.

Its the first time i install Libre portable, upgraded?
After closing OOo portable installing is no problem.

Are more people having this "problem"?

This is by design as they both have many of the same elements internally (including soffice.exe/soffice.bin being the main executable).

The same thing happens if you have OOo or LibreOffice installed locally and the "Quickstarter" is running, even if you don't have any open documents. You can exit the Quickstarter by right clicking on its icon in the system tray and choosing "Exit Quickstarter".
