Most official apps are offline installers that are downloaded and executed by the updater. AFAIR only µtorrent is an online installer - but maybe some of the new additions also, didn't check lately...
They are kept in the %temp% folder during installation. If there will be an option to keep them for offline distribution - don't know. The only way I know of for now is to manually download desired PAFs from the Applications list here.
Do you mean to keep the downloaded packages?
Of course it has to download everything before you can install anything

My concern is that
1. I need to verify virus detection before install
2. I archive all installers
I hope the updater does
a. detect need for update
b. download (with permission case by case)
c. install/update upon positive permission
Just being safe and I have certain computer habits.
