Would be good to have the plugin about Twitter in Pidgin

Would be good if you asked Pidgin devs directly

Any and all special plugins you might want to use can be simply added to your copy of PidginPortable. Add them to your .\PidginPortable\Data\settings\.purple\plugins directory while Pidgin is not running, and after you run Pidgin just enable the added plugins in the plugins menu. They should be preserved for you during upgrades.

If you're asking about it being one of the default plugins in Pidgin, you should go ask the Pidgin devs directly. PortableApps only makes a portable version of the official Pidgin.
