I think I read on here that IE cannot be produced for PortableApps, but what about IEs4Linux, or another open source pseudo-IE app? I hate the browser, but the program I have to use for work will only run through IE. Any thoughts?

IEs4Linux is for Linux. Not Windows. It won't work in Windows.
Perhaps something like IE Tab will fulfil your requirements? It will leave cache and related things behind as it uses the local installation of IE, but then at least it's inside Firefox or Chrome.

there different versions, sometimes you have to try it , it depends also on which language the IE dependent app is.
I have for example some crypto utility, it uses the crypto subsystem of windows/IE and will under normal circumstances run only with IE. Could make it work on FF by the use of the IE Tab addon.

Try Maxthon normally it uses WebKit (the rendering engine behind Safari and Chrome), but has a kind of compatibility mode which switches it to using Trident (the rendering engine behind IE), so the ‘program you have to use for work that will only run through IE’ might run through it (if you make sure to switch it to Trident when you go there).
[It might not too, but it's worth a try right?]

But also contact the site involved and complain. They may see the error of their ways and fix things to be browser-agnostic.
as in my case it is banking access, needs to read smart card and from there read 509 keys, that means use the keys for crypto app.
As FF has no suitable interface for that and does use own key container only, it can not be used.
On the other hand, chrome for example , could be used for that as it has no own crypto system and uses the local one from windows.
