Some strange problems

Hi everyone
I'm a long time user of this beautiful platform and i never had big problems with it...
In these days i'm experiencing some strange errors i never saw;
2 examples:
1)If i launch the portableapps "Start.exe" i have this error:

If i launch it as administrator it works, but i don't think that's normal...

2)Whenever i try to update/download apps within the menu i have this popup:

i'm a bit confused, maybe i did something wrong, but i tryed to re-download the installer and i have the same results...
