If this is portable then why would it appear in Add/Remove programs?

uTorrent decided to revert to defaulting to 'start with Windows' again. You can disable it in your options if you happened to encounter it before the settings were fixed. The fix was just done yesterday: https://portableapps.com/news/2013-11-11--utorrent-portable-3.3.2.30260-...
Note that the fix won't remove the setting that was already made. You can do that in Options.
uTorrent is a bit of a fiddly app these days. Personally, I switched to qBittorrent.
Sometimes, the impossible can become possible, if you're awesome!
