Well , but how should work an universal synch tool for different services?
There used to be an attempt to have portable Dropbox tool. But this is not possible any more as Dropbox has a proprietary access system, so only Dropbox software can be used to access the Dropbox server for example. Doubt that they will disclose any part of their way of accessing their servers to third party.
Same will probably apply to any other serious cloud service. No serious cloud service can offer not encrypted access to their server today.

Some cloud services require knowledge of multiple file spaces in order to know where to propagate changes and vice versa.
How are you going to overcome that logistical issue with a PA sitting on a USB stick?
I'd have thought with manageable amounts of data you'd just use a browser and the cloud provider's own tools. That is certainly how I've done it when necessary.
In reality I tend to record changes on USB, sync to local HD and let that sync as and when with cloud backups.
What do other people do? I certainly don't sit there with my USB in the remote computer thinking, "I'll come back in a few hours when has caught up".

there used to be an attempt to make dropbox client portable some time ago.
However Dropbox themselves made it inop as they introduced new client software which is not compatible with the previous system at all.

is the only one that I am aware of that is currently works with Dropbox. It does use Dropbox's own client, and does have some issues, but you can find it here. It is still in beta, as it was broken until recently due to the heartbleed issue in OpenSSL (which Dropbox uses). Dropbox fixed their client, so it's no longer at risk, but broke the portable until the developer of DropboxPortableAHK figured out a workaround. Hope this helps...
