This is fixed with a workaround in the launcher for LibreOffice Portable 4.3.4. The incorrect string in the Italian locale in the platform will be fixed in the next release of the PA.c Platform.

I've downloaded a new fresh version (4.4.1) of the program.
I've installed it.
The program start in italian language.
At the next start the program is in english
As say above, I've renamed LibreOfficePortable\App\libreoffice\readmes\readme_it as readme_it-IT but restart in english.

Senza rinominare alcun file, basta inserire la riga "it_IT=it" alla fine della sezione [LanguageStrings] del file PortableApps\LibreOfficePortable\App\AppInfo\Launcher\LibreOfficePortable.ini
E questo ogni volta che ci saranno aggiornamenti di versione, sino a quando non verrà modificato alla base.

It's a bug in the platform, not in LO. If you make the change once in the platform locale file, it'll continue to work.
