I was looking at the platform changelog and noticed that 12.0.5 [2014-09-10] "ADDED: Ability to create a local Start menu/tile shortcut icon". What is that feature, and how do I access it?

It's part of the initial install. It does it automatically as part of a local install (if you selected that option as you install) and gives you the option to start it with windows.
If you download the installer now, run it manually, select local, then custom location, and install it to the same directory you use now (the directory that contains Start.exe), it'll do it for you. We'll likely add it to the platform as well, later.
Sometimes, the impossible can become possible, if you're awesome!
Thank you! That would explain why I couldn't find it. If you do add it to the platform later I would love it if you would add a feature similar to the one I created a bit ago https://portableapps.com/node/36623, where in addition to just the platform shortcut it also creates the individual app shortcuts.
