It doesn't even has to be cross-platform, or compatible with anything at all. I just like the layout of Simplenote and Notes. But the web can be slow or not always accessible. I wonder what similar Windows app can you think of, preferably portable.

Notepad++ supports auto-save and document versions, but the user interface is not so neat as the UI of Simplenote and Notes.

Or even Evernote (same looks), but it's bloatware. Or TomDroid (TomBoy notes for Android).
Simple, offline notes (smile text) with this kind of looks. Anything? Maybe I should look into the TomBoy notes direction, hopefully there is a Windows variant which looks good.
Maybe this simple shortcut on the flashdrive will meet your needs?

I have absolutely zero idea what your suggestion has to do with my request.
You indicated you want a plain text note taking app that will run on various Windows systems. Notepad will do that. And is what I use for creating/maintaining plain text files.

You might want to check out CintaNotes (also available on the PA platform https://portableapps.com/apps/office/cintanotes-portable)
It can clip text from any app upon hotkey, and does autosaving and you can configure
hourly, daily and weekly backup.
The PRO version ($39) also can sync notes with Simplenote.

On the other hand, ResophNotes looks nice too on a second look, also on the Simplenote download page. It has an official portable app by the vendor.
