Note for portablizing: This app requires .Net, either 4.0 or 4.6, depending on the version.

Have you tried either Krita Portable or MyPaint Portable? Either of them may meet your needs.

I need it for education

I need it for education purposes not for drawing. and I need a version that preserves settings
