That particular software is a commercial paid product, with a fairly restrictive license, from what I can tell.
However, it may be possible to use a combination of Purple Pen and OpenOrienteering Mapper to achieve similar results, and both of those look like they'd be able to be made portable.
Thanks... first, my club is registered and this software has just tiny limitations and it's enough for my personal use. I'm already using Mapper.
