That's the Spanish Government's Ministry of Justice website. While trying to load the browser finds a certificate but it spits SEC_ERROR_UNKNOWN_ISSUER and the web won't go HTTPS.
I guess this won't be the only official website that has this problem.
The server isn't properly sending the whole certificate chain. It's missing the "AC Administración Pública" certificate needed for the browser to fully validate: https://www.ssllabs.com/ssltest/analyze.html?d=sede.mjusticia.gob.es&s=2...
If you leave your browser open and refresh it once in a while, it should show up eventually and load the page.
Sometimes, the impossible can become possible, if you're awesome!
Well, no dice. 7 hours later and reloading every 15 mins still the same error. Any other solution?
