You can by just putting it in the right location: https://portableapps.com/support/platform#addingotherapps
Note that FFS likely will not even start from another app like a menu due to a years-long bug in the app and that portable functionality switched to payware years ago. That's when we abandoned the app. We still make the last non-broken version available here: https://portableapps.com/apps/utilities/freefilesync-portable
Also note that the site you linked to is not the publisher of FFS, it's a third party site that repackages software illegally. As such the link has been removed.

I apologize for the link. I followed the procedure and after updating icons it doesn't recognize it (and it's in portableapp format). who knows. I suppose that since you do not provide support to third parties, the case is closed.
The link you provided was for a site with .rar files and the links just lead to p*rn sites with my adblocker on, so I couldn't check them. If it's not in a .paf.exe download, it's not in PA.c Format.
The EXE launcher of the app must be in a folder within the PortableApps directory that also contains the PortableApps.com directory containing the platform. So, if you installed the platform to X:\, you'd have start within X:\ along with the PortableApps directory. The app you want to add should be in X:\PortableApps\MyAppName or similar. An EXE launcher must be within the MyAppName directory. Note that if it's a shortcut/lnk file to an EXE it won't work.
